Cypress Landing Community
It is important for the Cypress Landing community to be aware of the
results of the recent voting for the Bay Club Improvement Access
Driveway. While they were announced at the completion of the
January 12th special meeting we wanted to ensure the information and the
board’s view of the outcome were shared. These results were reviewed and
comments were offered by many attending the two recent monthly Board
meetings.
As many know the proposed Improved Access Driveway was defeated.
This was the second election where the driveway was voted upon. It
was defeated on each occasion, making it proper to move on to other
community needs and priorities. At both elections the voting process and
the actual votes were certified by non-Cypress Landing third party
auditors.
· There were a total of 589 votes received - 82% of
the total community (720 total properties – lots and residences.)
· Ninety- four (94) of the received votes were
declared invalid. This included thirty- three (33) due to incomplete
proxies and sixty- one (61) due to ballots being received without
proxies.
· The valid votes totaled 495 with 346 or 69.9% voting
yes and 149 or 30.1% voting no. As defined by the community
covenants a favorable vote of 70% of those voting – if there is a quorum
– is required for an assessment approval.
A few comments on the board’s view of the outcome might also be helpful.
· The 70% approval remains a challenging and demanding
hurdle. When the covenants where originally written by Weyerhaeuser
these challenges and demands were most likely known and intentional. At
the least they say wide CL support is required for projects where the
total community is impacted and where assessments seek approval.
· The expectations of the community require complete
and specific information on the rationale, value and costs of a project
being voted upon. A better job could have been done by this board
in communicating the needs and issues of the driveway.
· The receipt of 94 invalid votes is excessive.
It indicates a lack of clarity to the voter with the provided
instructions and with the process being followed. While the basic
process has existed for several years these results confirm the need to
review and potentially revise the process. This was recognized
after last September’s board election and as a result late last year an
ad-hoc group was formed to look at our voting procedures. Their
recommendations are expected this spring.
Again, we wanted to provide the total community the vote results. As
previously mentioned it is time to move on to other community efforts –
